- Beggar’s Night has been moved from Wednesday to Tuesday. Thank GOD that’s taken care of. (There’s that stupid preposition at the end of a sentence again. I’ll probably get written up. Damn, there it is again.)
- Bondurant-Farrar passed their bond issue. One can only dream…
- Don’t forget Ruby’s Halloween and Karaoke Party Friday, October 26th from 9pm-2am.

Bondurant-Farrar is building a school “north of town”. Heard that on the news. I guess they have their kids best interest at heart, and are not afraid of traffic? One can only dream, for sure. 10 mil. will be spent. Does anyone know how many kids are in the district. Maybe someone should compare if they have the stats. would be interesting. Long story short, good for them. Good for those kids who have progressive people looking forward and not back.

Yes, Earlham wanted to continue negotiating with Dexfield about whole grade sharing but without Stuart-Menlo. They are smarter over there than we are evidently. If you don’t believe me, call Dee Lilly at Earlham. She was their board pres. at the time. So a bigggggggg, THANK YOU, again for stirring the pot. I hope you choke on your pride and ego or whatever it is about you that you lack. Maybe all your parents were drunk from the 6–at least– taverns that used to be in Stuart and children were all accidents and got raised as such. It fits the mold of your type.

Andy, I highly doubt your condescending reply will do much good. People can read right thru that stuff. You evidently had Broman for a teacher and learned his personality well. I want a new school and don’t agree with 7:07, but have to honestly admit we here in Stuart do seem to be more argumentative than most towns. So that said, step back and take a look at things from others’ eyes. The old help the kids routine doesn’t really work at all. And why is the district going to grow? If anything, the semantics show just the opposite.
Earlham was willing to work on something if they had all the buildings in Earlham. That is why it did not work out. They were not willing to let their K-12 go to another town.

Dexfield was the dead district. NOT Stuart-Menlo. We didn’t want to go with Earlham so saying that they wouldn’t take us is dumb. The way they were smart was that they wouldn’t let Dexfield force them into it.
I’m afraid there’s some misinformation posted above. This is my first post and have said I wouldn’t post anything. Earlham was willing to share. 12:51 that is just not factual. 3:05, in spite of Sharon Sloss’s rantings at the time, Dexfield was not in debt when whole grade sharing was being initiated. It had been but for a short time. At the time of negotiations, I believe there was over a $300,000 balance in the Dexfield budget. More than Stuart-Menlo had. I was on the board and am telling you the facts, not hearsay. Open enrollment and the state killed Dexfield, not money. In fact, Dexfield had just passed a small bond to bail them out of debt a yr. or so prior to negotiations. History is fact, not fiction as posted above. Check it out all you like. Sharon Sloss gave a report and almost word for word repeated what Guy Ghan(representative of the state Dept of Ed.) had provided the board members with. She was praised for her hard work and research. These are facts all of them. As mentioned, check them out.
I missed one point. Earlham wrote Dexfield a letter wanting to continue negotiations sans S-M. So how can you say they wouldn’t let Dexfield force them into it, when they were the ones pursuing furthering talks?

5:01 - There was nothing said about money. Dexfield’s enrollment was significantly low and they needed to go with another district (or force themselves on another district). It really wasn’t a choice for them.
So what will bitching about Earlham wanting to do this or that, clear back when going to help out the situation now?? There shouldn’t be any talk of how Dexfield does this or S-M did that. Last I knew they don’t exsist. Its WCV now.

The fact is that according to the Adminstrative Law Judge and the State Board of Ed, Dexfield without S-M could NOT provide an accredited 7th-12th grade curriculum. S-M could, but those same judges and state board of ed said QUOTE. “Although, S-M can offer an accredited preK-12th grade school, it is NOT in the BEST INTEREST of the STUDENTS to discontinue WHOLE GRADE SHARRING AGREEMENT BETWEEN THE 2 DISTRICTS.They were correct in their comments. So in effect, Dexfield 7th-12th grade students would have to open enroll in other schools. Too bad this happened. For one year we split the districts, because the S-M school board at the time crafted a deceiving motion. They made a motion to discontinue Whole Grade Sharring, moved, seconded and passed the motion. They lead the S-M voters to believe that a consolidation motion would be made, moved, seconded and passed. They lead us to believe that consolidation would replace the WGS agreement.
Boy were we fooled. No wonder the Dexfield district and their board had so much mistrust in our district. Many of the voters from S-M no longer trusted them. They(Tom, Kevin Stalter, Julie, Nate Smith and Ray Moore) Are for the most part to blame for the problems our district faces now. Then the problems continued with the consolidated WCV board that starred Cory Waddell as Pres. He wanted to tear the district apart again just so he could get a new high school built. No compromise. Now we have Dr Arnold. Not everything Arnie has done are bad things, but he will not compromise either. Such foolish pride. Actually, I would call it a power trip. History of the so-called West side hasn’t done much to change and move forward.
There are some on the East side that keep stirring it up, just as soon as things begin to improve. Thanks a lot Margret and your followers. Let’s think of the kids for once.

In fact I just read the court documents on the internet yesterday. So I know what the recommendations were to both districts from the state school board and the administrative law judge. So this post is more than an opinion.

I challenge you and anybody else that thinks our school distrcts would be better off on their own, to do some research. Go back to the beginning and follow it to now. You will be ashamed of patrons from our district before and after the whole grade share and consolidation. The History is sour. I just wish that people would move forward. We really do need to make improvements to the current infrastructure in Stuart and Menlo. These buildings are falling apart. I feel that because the school board and administration thinks that we will get a new facility soon, they aren’t going to fix and maintain the current buildings. Well that is really dumb! especially if they intend to use or sell those buildings when new ones are finally built. I’m not trying to place blame or pose one side against the other, I just think that if Stuart is going to pass a bond issue, it should be for the school. We do need a new building built in Stuart on any suitable site, and soon!Aren’t the kids worth it? I think that they are. I don’t have any of my kids enrolled in school, but some day I might have grandchildren attending WCV. If you want to talk about growth and developement, then just build a new high school. We finally got the police department working and doing a good job. Let’s get this town cleaned up and get some pride in our communities and school district. We will need all the voters of the WCV district to work toward a common goal in order to get things back into forward motion. Let’s all just swallow our pride and work together. i would love to hear possitive comments and news coverage about our distrct instead of the way it has been. No wonder our towns aren’t seeing the growth that developers had predicted. When families are looking for new place to live, the first thing that they look at is the school system, then the other things follow.

I would like to see the people on the committee to form my own opinion if all facets of the community are represented or just those that are one-sided. I haven’t heard of anyone that is on it. I totally assume the majority are school employees.

Check the notices in the Dexter Caseys. Now it becomes clear why our board secretary is leaving. Not paying the tazes to the IRS!!! That’s a big DUH!!!

Here’s my point:
People argue that we need to have a district wide elementary to get the kids together earlier. Why? There’s no point. Nothing will change with their behaviors.
The kids can be together from birth but it would make no difference. They will still have their cliques and they will consist of kids from their own town. Why? Because those are the kids that they have access to. Kids in elementary and jr high can’t drive over to see their friends all the time and their parents aren’t going to want to make the half hour trip from redfield to stuart or vice versa. Therefore, the only time west side kids are going to see east side kids is in school, at athletic events, and maybe a few random Saturdays or Sundays.
It’s the same for high schoolers. Stuart high school kids don’t want to have to make a long trip all the time to see their friends in the other towns when they have an abundance of friends in Stuart (and their parents aren’t going to like having them driving all over at all hours of day). It’s the same for the kids from the other towns. It’s inevitable.
You can say we are not individual towns, we are a one district but you are wrong. There will always be 4 distinct towns in this school system. The kids will identify with their towns first, school second. Sorry but it’s true.

Well it appears that the notice is real, but it isn’t at the Dexter Casey’s anymore. It was also posted in Redfield. There is a tax lien against WCV for nonpayment of taxes. We all know who is responsible, but I bet she places blame on everyone else. She never admits she is wrong so why start now?
You bet the notice is real. It’t time for our board members to take their balls out of the kitchen drawer where they leave them every day and strap them on and do the job they were elected to do. Start running this district!!! We now have a tax lein against our school district for $122,525.24 for unpaid taxes. Who is minding our shop!!! We know Arnie runs the board members and now I wonder who Lisa is running. Where is this money??? Why do we have an unpaid tax bill with the IRS?? We can’t possibly move forward with a bond now! We need a complete audit of our district done. Who knows if we really have the money to do a bond?? Arnie is paid BIG money to oversee this district, why has this happned. He is our super and elementary principal. I doubt he can do either one correctly. Quit wasting our money with Rambo and do an audit then start over, we might need the $5000.00 we are paying hhim. Any guess as to how much this will cost our district when they figure interest, penalities and no doubt lawyer fees. I would guestimate well over $200,000.00.
I bet this fiasco with the IRS is the fault of Refield, Dexter, and Menlo. For sure it is not the patrons of Stuart. I’m sure given enough time you will figure out a way to pass the blame on to the other communities!!!

Where do you find the info on the tax lien? Is it on the web, in the legal notices, or just publicly posted? Makes you wonder if PCM knows what they’re getting.
Maybe some “good eggs” should notify PCM of the problems. I’ve always found it sad that a poor employee gets dumped off on another employer. Would be good to see Lisa finally get what’s coming to her.

i saw it posted in the Dexter Post Office. I have no intention of ruining the move for Lisa. Maybe it is an honnest mistake. It’s not all her fault where is the big one who is making $100,000 plus in salary and who constantly chastizes the people of this district. I guess it shows he too will get what is coming to him. Who caught it? Withholding taxes are from paychecks right? So if she forgot to take them out of the checks, wouldn’t the teachers have noticed? I’d think so. If the taxes WERE taken out, then where’d the money go?

The paper said Lisa plans to be at the November audit. Who knows what else might be discovered? This could be just the tip of the iceberg! Way to go Lisa. Way to go Arnold. Way to go school board. Forget any bond issue for some time. It is time to clean house and get our finances in order.

I decided to post my comment on here, cause Peg keeps editing my comments. On her blog someone was complimenting Cory about his character. That’s a crock. He is very unprofessional. The way he ran meetings as school Board President was a joke. If he didn’t like the way the meeting was going, he would just end the meeting. Therefore, nothing was ever solved. He has knowledge of Parlamentary Proceedure, but not how to be polite. He refuses to compromise. He will say one thing to your face then as soon as you turn your back, he’ll say something entirely different. Two-Faced Liar. He changes his mind more than most folks change their underwear. He has the morals of a cat in heat. He is not what we need on the council.

Well shame on us for wanting to know where our tax dollars are being spent. If this has happened in Stuart before and it continues to go on then their is a bigger problem glaring at us. NOW I understand more why the other towns distrust us so. This happened before??? I know enough from work about tax liens to know they give you plenty of opportunity to file an appeal or pay up or set up a payment plan. It’s the last straw when they file a tax lien. I too would like to know where is the money and if we did an audit recently why wasn’t it caught then? I agree the bond has got to be put on hold now and the kids continute to do with out. Does anyone else find it innapropriate that Neil cRAWFORD IS ON THE COMMITTEE AND HIS WIFE IS ON THE BOARD. THAT SURE SEEMS LIKE A CONFLICT OF INTEREST TO ME. OH WELL WE ALL KNOW WHAT nEIL WANTS. I’ve never heard of the district being behind in tax payments before. If it has happened before, everyone would know because info like this is what spreads like wildfire in these towns. Plus, we all know secrets are nonexistant around here which is why this issue was unknown yesterday and today, EVERYONE knows.
If you don’t like who is on the city council or school board, then quit complaining about it and get involved in either the city council or the school board. Of course, the other option, which you have decided to pursue, is to come on this blog and complain about a husband and wife who are actively engaged in the process of getting an adequate facility built to educate their children.
I am not evening going to touch the topic of the location of the building for fear of adding another 50 comments to this topic.
Arnold emailed the staff today in regard to the unpaid taxes. If the district patrons could see his email everyone would realize that it is not as big an issue as people think. According to him he brought it to peoples attention a few months after he started in his position in 2005. Sounds like work in progress to get it resolved on his part. I still think an immediate audit is necessary.
Don’t believe a word of that email. This is bad! No district has ever had a lien against them. It has never gone this far. I’ve talked to an attorney within our district and this office is looking into it. We are all fools, and Arnold was protecting her again. So either Lisa’s been paid off and they are following through on their agreement, or God will strike me dead.
There is an audit coming up I believe the week of November 12th. The same audit the school has every single year. The auditors are fully aware of the situation with the taxes, as they have been for a couple of years now. It is just now making the rounds on the blogs but has been known about for a very long time. You all should get your plates ready to be filled with crow when you find out this is not as big a deal as you are making it out to be. Was there a mistake made? Unquestionably. Has the situation been resolved? YES. Will there be a tax sale or even a penalty? NO. The IRS is going to dismiss all penalties and fee’s. Wait and see. Then I want every one of you to publicly apologize for making a mountain out of a mole hill. As for 7:09, please state your name so none of us are standing beside you when God decides to strike…

WEST CENTRAL VALLEY SCHOOL DRAWS IRS ATTENTION
The Internal Revenue Service Friday, October 26 filed Notice of a Federal Tax Lien against the West Central Valley school district which has its offices in Stuart.
The document, on record in the office of the Guthrie County Recorder, alleges the school district owes a total of $122,525.24 dating back to March 31, 2005.
The arrears relate to Form 941 - Quarterly Employment Tax (employee withholding, employee’s withheld FICA/SS tax, and employer’s matching share of FICA/SS tax)
The ending tax periods and the unpaid balances are:
03/31/2005 $2,540.61
06/30/2005 $83,137.47
09/30/2005 $15,397.95
12/31/2005 $7,721.39
01/31/2006 $1,800.85
06/30/2006 $80.27
12/31/2006 $4,856.88
03/31/2007 $6,989.82
Total $122,525.24
The IRS says the balance due reflected on the form can be unpaid tax, penalty, interest or any combination of the three. It is possible for the actual tax to have been fully paid but for a balance due, consisting of penalty and interest, to remain.
Judging from the IRS filing, it appears the quarterly report was filed correctly for the period ending 09/30/2006 as it was the only one in the last nine not listed as delinquent.
Typically, Employer’s Quarterly Federal Tax Returns are completed by school board secretaries or business managers of school districts.
The IRS document states: “As provided by section 6321, 6322 and 6323 of the Internal Revenue Code, we are giving a notice that taxes (including interest and penalties) have been assessed against the following-named taxpayer. We have made a demand for payment of this liability, but it remains unpaid. Therefore, there is a lien in favor of the United States on all property and rights to property belonging to this taxpayer for the amount of these taxes, and additional penalties, interest, and costs that may accrue.”
The Guthrie Center Times placed a call to IRS Revenue Officer James Daugherty to inquire why the IRS would wait two years before filing for unpaid taxes but he did not return the call.
The Times, however, heard from Christopher Miller, IRS Media Relations, who said disclosure laws prohibit the IRS from commenting on any specific taxpayer or entity situation.
The Times could not reach WCV superintendent Dr. David Arnold Wednesday afternoon before publication to see if the school would file an appeal with the IRS.
This really is some priceless stuff. I called the office today and learned they have received a fax from the IRS indicating all the penalties and fee’s have been dismissed. Guess maybe these newspapers and blog posters should do a little homework before printing or spewing off at the mouth…. Any chance we will see a write up in next weeks paper indicating the school district owes nothing? Probably not. That’s not news worthy….
11:32 - how do you know he sent an email? did you recieve… or did you send? you are downplaying the issue quite a bit when any situation that involves the IRS putting a lein on something for unpaid taxes is very serious - regardless of if it happened before (which i don’t believe for a second). are you lisa again? or maybe dr. arnold? or how about cory trying to cover for his honey? i’m sure it’s one of you. my bet is lisa.

Do you believe the stuart herald will have anything about the lien filed against the wcv school district by the IRS alleging the school district owes a total of $122,525.24 dating back to March 31, 2005? Don’t hold your breath.
If this has been going on that long please tell me why either of them have been getting the glowing reviews and the enormous raises. Our board SUCKS!!!

Arnold just doesn’t get it!!! When will this PHD (Pea Head Dummy) get it that you can’t continue to insult the people of this district and gain any trust!!! He must have a book on how to blame everyone else for the mistakes he makes. An example: In the DC News he state the people in the district don’t understand the way tax liens and abateement processes work. Maybe I don’t but I KNOW the due date for paying my taxes every year and make sure they are in on time. Why is this so hard for Lisa. She quotes in the paper that its horrible for the community to persecute somebody for a mistake. I have made mistakes at work and some big ones at that but I HAVE LEARNED FROM THEM AND DO NOT REPEAT THEM TIME AND AGAIN. Arnie goes on to whine that its tragic tht the students of our district have to experience repeated mud-rakings, defamatory innuendoes and erroneous statements to the media. Is it any wonder why we experience higher than normal open inrollment out, low to non-existent housing in all of the communities. No he says it should not be a surprise to anyone with an ounce of common sense. Well Arnie what makes you so special. Your only PISSED that the public knows about it now. It was going to be a secret but the damn IRS blew that for you. Maybe Lisa knows way too much about the goings on at the school and how you run things. She probably knows way to much about the past bond issues that you don’t want the general public to know. You lack the common sense Arnie!!!
I guess we won’t be applying for the program the surrounding schools have now. CHARACTER COUNTS PROGRAM. Our leaders don’t have it therefore if you don’t possess it you can’t teach it.
I think Arnold’s favorite word is “erroneous”. It seems like he uses it alot.

I guess this is just another BLACK EYE for our school district. I just wonder where the money is. If it was deducted from the faculty pay and not sent to the IRS, where is the money? Who has it? Lisa? Arnie? Spent? I say AUDIT! It’s really too bad. It is not only the tax payers in the district that will suffer from this issue, but also the current and future students, teachers and support staff, and the growth potential of each community in our district. And now more fuel to the fire of mistrust. What a shame. The school board members need to pull their heads out and get some oxygen to their brains. I know that being from a small town is great, but sometimes we have a tendancy to be too trusting of our leaders and not question their actions. We must be diligent in keeping everybody HONEST. We need to be leary of giving too much power to those in charge. Accountability is not something that our current administration, the board or the board secrectary is willing to step up and acknowledge. Well, people the time is NOW! Let’s clean up the mess and not let it happen again. I believe that the money needs to be replaced by whomever is responsible! If embezzled then file criminal chargesand seek restitution. If it was spent improperly, then it should be replaced from whichever accounts/funds for which it was spent.(PPLE, Nutrition etc)

I fully agree with you 5:12. So that explaines what we are getting with arnie. You get what you pay for. A hot tempered hot head that must have failed his anger management classes. Ever wonder why he left his job in Pennsylvania and why was the school that he left to come here so eager to let him out of his contract early. We should have known then. He is the keeper for our district. He would like to place the blame on our former super Rogers but Arnie has been here since October 05. The taxes were for March, June, Sept, Dec. 05, then March, June, Sept, Dec, 06 then March 07. That makes him responsible for 6 out of the 9 quarters. And I also wonder why Lisa said in the DC news that she was working harder than ever now to get this corrected before she left. Why the hell wasn’t she working hard on it before Her and Arnie have no one to blame but themselves for this. They were trying to not let the public know. That is only going to make the public more leary of them now.

I agree that both Mr.Davey and Lisa should never have been hired. She is gone and he should be without doubt. His past is so full of red flags, I have no idea why he was considered for the job. From what I know and have heard, however, as long as Mr. Light is board pres. Mr. Davey will be here. They are butt buddies or something. Just what does the board do? This has been going on way too long. They should be raising He$$ and wanting answers. After all they represent the people who voted them into office. Not Mr.Davey. They are accountable to the general public. What can be said that hasn’t already been said? Just to ask what next?
The first time Lisa missed the tax deadline, we can say it was an accident due to inexperience. The 2nd through 7th time was no accident. She should have known by then and fired when it kept happening. The fact that she said it was paid within a day or two of the deadline tells me that she KNEW of the deadline, but for one reason or another, she ignored it. That in itself makes me wonder if the money was being used in another aspect and they had to put it back before they could pay the taxes. There are so many questions and shady actions with this.
She should have been fired a long time ago is correct. We always knew what she did with the time, she called in on radio shows and played computer games. And for this we paid her the big bucks. Where has our board been all this time. I for one will be attending the next board meeting and see if there is any changes on who is running who.
I will freely admit I don’t know the facts. But how are we too? Everything seems to be a big secret at the school. Mr. Davey gets pissed if you question the color of his tie let alone something he did. He’s an immature, hot head who needs to have been gone. He’s messed up this school as he apparently did the others he was at. Just assuming that, for why was he so easily let go if he is the panacea for all problems, big and small? It certainly appears several of these prior posts have come from him. He thinks we are all idiots. I guess in the big picture, perhaps we are for not petitioning his butt out of town. He can do or say anything he wants and gets by with it. Voting time is where he loses control. He can then blame everyone but himself. The last bond issue was the biggest joke I think I can ever remember. We were to approve a blank check with few if any facts. Then a group got together to show the facts and were tabbed a hate group by this EdD. Which could be construed out too EdDiot very easily. Usually when someone gets mad immediately they have something to hide or a mental problem that should prevent them from being in the position he is in. He is a power monger and the board pres. allows this to go on. I’m sure that takes all the heat from the board(only in their minds), and Mr.Davey thinks he is the Holy Trinity all wrapped up into one ill-tempered piece of crap. It’s all been said before and until the general public does something about things, nothing will change. I’m sure he enjoys us on here bickering and wants us upset. Then he thinks he controls us. And you know what? He does!! Sad, sad, sad!! And the general public gets blamed for everything bad. Lisa is a different story all together. Why she was ever hired, I have no clue. Why she kept her job, I have no clue. How can any of us have a clue when that or any information is kept from us?
The problems with this district are not new since Dr. Davey arrived. We’ve been fighting for years, even before the S-M and Dexfield merger. Skepticism is alive and well in all facets of the community. Look at the mudslinging that’s going on in the city council elections. In Redfield, the council tried to oust it’s mayor. It’s disgusting!
As I reflect on election night even before the results are announced, I’d like to offer some comments.
Congratulations to the winners. We are counting on you to do your best to further the communities you serve.
To those who ran but lost: Thank you for putting yourself out there. You are very courageous and we thank you for putting up with some who want to attack your personal life and beliefs. We hope that you find another way to serve our communities as it is obvious you do care about them.
For the public: Try to build a relationship with board members, council members, and other appointed and elected officials. For some the only time they hear from you is when you are mad or disagree with something. Please take the time to shake a hand or introduce yourself so they know you on a personal level. It’s a lot easier to get your point across when you use a tone that shows you are interested in being a part of the solution. Yelling, complaining, swearing, or personal attacks are not good tactics for getting anyone’s attention- especially those who you want to take note of your stance on issues. Those elected are to serve the public, but not every decision has to be the “will of the people”. The elected were chosen because voters had faith in their decision-making abilities. So let them make decisions. If you’re not happy with them, let them know, but in a civil manner. Lastly, if you don’t like what’s happening in your town, throw your own hat in the ring. You’ll see it takes a lot of guts (notice it’s not g-u-s-t) to serve on a board or council. Once you’ve been in their shoes, you’ll understand the different facets of leadership and you get that all decisions are not simple, but have pros and cons and everyone will not be happy.

How can we possibly build a relationship with our school board members when they avoid answering realatively easy questioons. I saw Doug Wiles taking the tax levy down from the caseys store. Why do you supose that was? What is he hiding? We could not have been any worse if we would have elected Eric Tiernan at least he would tell you to your face that he was goiong to screw you sily, Doug just tells you he will check on it. Doug you are a big big dissapointment.
Someone needs to call the IRS and ask when the check for the IRS taxes was actually paid and when they are going to file a satisfaction for the tax lien. This has to be filed in the county the tax lein was filed in also.
I supported Doug and I wish I would’ve supported Eric, now.

Isn’t there something a little illegal about Wiles taking down a public document? The public has a right to know. He didn’t put it there so why should he be able to take it down? If he’s so conscious of anyone knowing it just makes one wonder if something is being hidden. I won’t support him again. He is a Yes man thru and thru. Where did I say I had all the answers. I supported Wiles when he was campaigning and was hoping he would be true to what he was saying. From what I have personally saw and read Doug is just another of the BOBBLE HEADS. I too have heard what the Xenia employees say about him and I have to agree. He is all B S but he has to check with Harry or Arnold before he can committ to an answer.
